The work session was called to order by Chairman Hammaker with Vice-Chairman Falcoff present.  Supervisor Elling was absent.   

 

The Supervisors and Secretary-Treasurer reviewed all the items on the discussion list

 

The Supervisors met with Roger Lysle to discuss subdivision road layouts.

The Supervisors met with Mr. & Mrs. Grigsby and Bob Johnston, Township Engineer to discuss the driveway relocation on Route 52 and Hillendale Road.

February 16, 2009

 

Chairman Hammaker called the meeting to order at 7:30 p.m., with Vice-Chairman Falcoff present and Supervisor Elling all present.  

 

Mr. Falcoff moved that the minutes of the January 19 and 21, 2009 and February 4 and 11, 2009 meetings be approved as distributed, Mr. Elling seconded the motion and the motion carried with all Supervisors in favor. 

 

ANNOUNCEMENTS AND REPORTS

1)      Mr. Falcoff presented the public safety information data, gave the February 2009 Accident Summary as follows:

    These resulted in:

 

State police responded to an additional 85 incidents.

 

Mr. Falcoff presented a summary of the 2008 accident data.

 

2)         Mr. Hammaker announced that the 2009 Kennett Township tax bills will have a change.  The taxes will remain the same amount, however; State Act 153 allows the Township to collect open space tax on either Real Estate Tax or Earned Income Tax so the Township will now only collect open space tax on earned income.  The 2/10ths mill of open space on real estate taxes will be combined with the real estate tax for a total of 4/10ths mills.  The 2/10ths mill will still be used to assist in purchasing open space out of the general fund. Again, there is neither a decrease nor increase in the taxes just clarification.

 

NEW BUSINESS

 

Harry Wackerman gave a presentation of the Senior Center Book Store.

 

ROADWORK

 

Mr. Elling stated that the roadcrew has been treating the roads due to ice storms and used 300 tons of salt, yard dumpsters are being checked for tree limbs to chip in order to cut down on the yard debris dumpster cost, fall tree trimming is under way, drive by inspections have been started for recycling as required by the State, loose stone was swept up at intersections, working with Chester Water on water line tie in on McFarlan Road and Burrows Run Road, preparing bid material list for 2009, sign damage has decreased, only one tree was down on Norway Road due to the high winds and New Garden Township is still repairing Scarlett Road bridge.

 

 

SUBDIVISION/LAND DEVELOPMENT PLANS

  

Extension

Mr. Hammaker moved to approve the following extension: 1) Greenwood Mushroom Property until 6/1/2009. Mr. Falcoff seconded the motion and it carried with all Supervisors in favor.

 

OTHER BUSINESS

 

Per Capita Tax

 

Mr. Hammaker moved to accept the Per Capita Tax removal per memo dated February 5, 2009 and Per Capita Tax Additions per memos dated January 29, 2009 and February 5, 2009.  Mr. Elling seconded the motion and it carried with all Supervisors in favor.

PUBLIC COMMENT

 

Ann Nutt of Cedarcroft Road questioned the status of the intersection of Cedarcroft Road and Route 82 and Mr. Falcoff responded that the Township Engineer and PennDOT are discussing alternate designs.

 

ADJOURNMENT  

Mr. Hammaker acknowledged receipt of the financial statement for the prior month.  Mr. Hammaker moved that the bills be approved for payment, seconded by Mr. Falcoff, with all Supervisors in favor.

Mr. Elling moved to adopt Ordinance No. 180 which truck restricts Cedarcroft Road.  Mr. Falcoff seconded the motion and it carried with all in favor.

Public Comment:  Mr. Neesham was present and asked several questions regarding processes in the Township.
