PLANNING COMMISSION MINUTES

 

February 10, 2009

SUPERVISORS PRESENT:  R. Hammaker and A. Falcoff

 

CALL TO ORDER:  The minutes from the January 6, 2009 meeting were approved as distributed. 

 

ANNOUNCEMENTS:

 

1.   Bill Hewton stated that the Regional Historic Commissions held a regional meeting at Kennett Township on February 5, 2008.  He stated that Walmart is applying for a Conditional Use Application, the YMCA is proposing to build a parking lot/garage, Pocopson is planning to restore a Historic House for their offices, and the region had a meeting regarding regional police study. 

 

  1. Sara Meadows presented the Indian display prepared by Marianne Guthrie for the May 28th Indian program.

 

  1. John Haedrich stated that a summary of the Route 52 Bikeway has been posted in the website and the full report of the planning phase of the project. 

 

  1. Bob Listerman stated that SCCCC is holding a legislative breakfast. He stated that a meeting will be held with Longwood Gardens on February 23rd to discuss spray irrigation.  Bob Listerman stated that a meeting will be held on March 4th to discuss the Act 537 plan.

Chris Alonzo presented this proposal to build a restaurant located on Route 52.  No one was present representing the applicant.  The applicant is waiting for a review on the recently submitted plans.  All action was deferred.

 

Shepherd Property – Conditional Use – Article XVII

 

Bill Hewton presented this proposal to create 12 lots and one lot will contain the historic house under Open Space Design Option Article XVII with David Shepherd present.  All action was deferred.

Jim Guthrie presented this proposal to create 24 townhouses on 9.33 acres located on Union Street in the R-4 district.  No one was present representing the applicant and all action was deferred. Jim Guthrie stated that Gilmore Associates is working on issuing a review letter and the applicant needs to submit landscaping plans for review.  The Commission expects to see the applicant at the next Planning Commission meeting.

 

Delduco Property – Land Development – Preliminary

Bill Hewton presented this proposal to construct a carwash located on Millers Hill and stated that review letters were issued from Gilmore Associates, URS and Anne Walters all with outstanding issues.  He stated that the applicant is working on revisions to the plans. Dennis Delduco stated that he will have a landscape plan prepared within the next two weeks for review.  Jim Guthrie discussed the architectural rendering for the proposal and the applicant is working on a design. All action was deferred.

 

Greenwood Mushrooms - Land Development - Preliminary

Jim Przywitowski presented this proposal to add 16 doubles to the existing mushroom facilities on Norway Road with Matt Longo, Hillcrest Associates, representing the applicant.  Matt Longo discussed the outstanding issues on the review letter issued by Gilmore Associates such as wells, traffic study especially truck direction due to bridge on Hillendale Road and point discharges.  An extension letter was submitted. All action was deferred. 

 

Clemens Property - Subdivision - Preliminary

Anne Verplanck presented this proposal to create one additional lot located on Bayard Road with Ed Clemens present.  She stated that a review letter was issued with outstanding issues including the septic system and waivers requested.  A meeting will be scheduled with the applicant, engineer, the subcommittee and the Township Engineer to discuss waivers needed.  All action was deferred.

 

Speakman Property – Sketch

 

No one was present.

 

Kendal Property – Sketch

Tim Cassidy of Bernardon, Haber, Halloway was present along with Rich Lysle and Calvin Pickle both of Kendal to discuss expanding the Kendal facility.  Kendal is proposing to expand the facilities by 48 cottages with attached garages to the additional 291.25 units.   They will pursue the LEED Certification for the new cottages, construct a new service road, new parking lot for visitors and new covered walkways.  An existing house will be converted into a day care center.  Kendal will apply for a Conditional Use application for the

proposal.  John Haedrich stated that the subcommittee does not think there are questions on the viability on the proposal and that a market study should be waived and the Commission agreed.

 

Sparre Property – Sketch

John Haedrich presented this proposal to convert an 1845 school house in an office located along Route 52 with Debra Sparre present.  He stated that in the Village Zoning District the parking is required to be in the rear of a building and in this case the parking would need to be in the front of the parking. The applicant would need to go through the Conditional Use process and the parking would be addressed at that time.  The building is set back further then the allowed 200 ft.  The subcommittee and the Zoning Officer are proposing a change to the V-1 Village District deleting the required 200 ft. setback.  Once the proposed changes are prepared they will be submitted to the Chester County Planning Commission, the Board of Supervisors, Township Solicitor and Planning Commission for their reviews.  After the Zoning changes are in place the applicant will submit a Conditional Use application. 

 

Case Property – Sketch

Chris Case presented a sketch plan for his parents property located on Bayard and Old Kennett Roads for a subdivision. Jim Guthrie suggested that the applicant discuss this property with the Brandywine Conservancy for design options.  Subcommittee 3 will schedule a site walk for the proposal.
