PLANNING COMMISSION MINUTES

 

December 2, 2008

SUPERVISORS PRESENT:  R. Hammaker and A. Falcoff Absent:  M. Elling

 

CALL TO ORDER:  The minutes from the November 11, 2008 meeting were approved as distributed. 

 

ANNOUNCEMENTS:

 

1.   Jim Guthrie stated that the Lutheran Foundation will meet with the Planning Commission at their Work Session on December 9th at 7:00 p.m.

 

  1. Bill Hewton gave an update on current events from the Kennett Area Regional Planning Commission.

 

SUBDIVISIONS AND LAND DEVELOPMENTS

 

Hionis Property – Land Development – Final

Chris Alonzo presented this proposal to build a restaurant located on Route 52 and stated that the applicant is working on a wastewater revision.  No one was present representing the applicant.  All action was deferred.

 

 

Shepherd Property – Conditional Use – Article XVII

Bill Hewton presented this proposal to create 12 lots and one lot will contain the historic house under Open Space Design Option Article XVII.  He stated that the applicant is preparing revised plans. All action was deferred.

Jim Guthrie presented this proposal to create 24 townhouses on 9.33 acres located on Union Street in the R-4 district.  No one was present representing the applicant and all action was deferred.

Bill Hewton presented this proposal to construct a carwash located on Millers Hill and stated that review letters were issued from Gilmore Associates, URS and Anne Walters all with outstanding issues.  No one was present representing the applicant. It was suggested that the applicant should attend the next Planning Commission meeting to update them on the proposal.  All action was deferred.

 

Waywood Beverage

Jim Guthrie presented this plan and stated that the subcommittee visited the site on 11/30/2008. The applicant is proposing an addition on the existing building. John Haedrich recommended alternatives for lighting due to glare and the owner said it would be possible to put a timer on the lights.  Jim Guthrie moved to recommend to the Board Of Supervisors that a waiver be granted to allow the applicant to move forward with a building permit contingent upon a review from the Fire Marshal.  Wendy Cooper seconded the motion and it carried with all in favor

Barry Stingel presented this proposal to add 16 doubles to the existing mushroom facilities on Norway Road.  There will be buffering along Norway Road and the number of workers will not increase.  Allan Falcoff asked for an explanation of brown water which Chris Alonzo explained was wash water that has touched compost and/or peat moss goes into a separate tank and then is sprayed back on the field, this is a normal process.  Bill Hewton suggested the team look at the last expansion in the area.  Jim Przywitowski will schedule a site of the property. 

 

Sparre Property – Sketch - Office Space

Deborah Sparre presented this proposal located on Kennett Pike stating that she would like to convert the house in to office space.  Team 1 will schedule a site walk with the applicant and the Historic Commission.

 

Historic Resource Survey

The Planning Commission discussed the Historic Resource Survey and stated that letters will be sent to all affected property owners prior to the survey.
