PLANNING COMMISSION MINUTES

 

November 11, 2008

 

MEMBERS PRESENT:  J. Guthrie, B. Listerman, J. Haedrich, W. Cooper, J. Przywitwoski, B. Hewton, M. Sabo, A. Verplanck and C. Alonzo

 

SUPERVISORS PRESENT:  R. Hammaker, A. Falcoff  and M. Elling

 

CALL TO ORDER:  The minutes from the October 7, 2008 meeting were approved as distributed. 

 

ANNOUNCEMENTS:

 

1.   There will be a Work Session on November 18, 2008 @ 7:00 p.m. with members of the Historic Commission to discuss the historic resource survey.

 

  1. Bill Hewton stated that he distributed copies of an article in the Township News Magazine regarding grants, which is a great resource of funding available.

 

  1. Bill Hewton stated that the Kennett Area Regional Planning Commission has been coordinating meeting with Historic Commissions in the region. 

 

  1. Jim Guthrie stated that the Luthern Foundation will meet with the Planning Commission at their Work Session on December 9th at 7:00 p.m.

 

KENDAL ZONING PETITION

 

John Haedrich presented this proposal to rezone 60 acres located off of Route 1 along Meetinghouse Lane from R-2 to R-4 with Art Bernardon, Architect representing the applicant, Ed Foley, Attorney and members of Kendal all present.  He stated that a site walk was held on November 7, 2008.  Art Bernardon made a presentation for the proposed rezoning stating that this would permit Kendal to expand in the future to meet their needs.  He stated that the Zoning in the adjoining Townships all permits Congregate Care Facilities.  The Zoning change includes properties owned by Kendal Crosslands, Rhoads, Yaniga and the Kennett Meeting.  All property owners are in agreement and a petition was submitted signed by Kendal Crosslands, Rhoads and Yaniga.  Rhoads and Yaniga plan to remain at their residences.  Calvin Pickle, Kendal Crosslands, stated that the future facilities would be serviced from the sewer system owned by Kendal Crosslands, which is at 50% capacity.  Anne Verplanck stated that Kendal Crosslands has brought good to the community since the beginning.  Bill Hewton asked what style the structures will be and Rich Lysle replied that they will resemble the existing buildings only larger with attached garages.  Rich Lysle stated that they will need to study the auditorium for size accommodations.  Ed Foley stated that the residential lots will be restricted so there is no further subdivision which will be stated in the Declaration of Covenants and Kendal Crosslands will continue maintaining Meetinghouse Lane.  John Haedrich moved to recommend that the Planning Commission supports the petition to rezone these parcels which includes 60 acres from R-2 to R-4 Zoning conditional upon a decision from the Township Solicitor.  Bob Listerman seconded the motion and it carried with all in favor.

Bill Hewton presented this proposal to build a restaurant located on Route 52.  No one was present representing the applicant.  An extension letter was submitted and all action was deferred.

 

Shepherd Property – Conditional Use – Article XVII

 

Bill Hewton presented this proposal to create 12 lots and one lot will contain the historic house under Open Space Design Option Article XVII. An extension letter was submitted and all action was deferred.

Jim Guthrie presented this proposal to create 24 townhouses on 9.33 acres located on Union Street in the R-4 district.  An extension letter was submitted.  No one was present representing the applicant and all action was deferred.

Bill Hewton presented this proposal to construct a carwash located on Millers Hill and stated that review letters were issued from Gilmore Associates, URS and Anne Walters all with outstanding issues.  No one was present representing the applicant. It was suggested that the applicant should attend the next Planning Commission meeting to update them on the proposal.  All action was deferred.

 

NEW BUSINESS

 

Auburn Heights Letter of Support

Jim Guthrie stated that the Commission issued a letter to the Kennett Township Land Trust supporting the preservation of the Auburn Heights Property. He stated that in the future the Kennett Township Land Trust should submit requests at an earlier date.

 

 

 

Policy and Procedures of Open Space Purchases

Jim Guthrie discussed a memo he prepared for the Commission to review regarding Open Space purchasing policies.  He scheduled a work session for December 4th at 7 p.m. with the Commission and the Board of Supervisors to discuss the memo and path forward.
